Detective Jenkins was a homicide detective working for the Metropolitan Police Department. At one point in his career, he got involved in the investigation of the serial murders committed by John Kramer, better known as the Jigsaw Killer. During an interview for the documentary Full Disclosure Report, which focused on Jigsaw's early crimes, he talked about his work and the investigation.
When being asked about his former partner, David Tapp, he said how he and his colleagues searched his apartment after Tapp's disappearance and found countless notebooks, containing notes about the Jigsaw Case and especially his key suspect, the renowned oncologist Dr. Lawrence Gordon, which indicated that Tapp had continued his investigations after his discharge and had developed an obsession with Gordon being the killer. Furthermore, he also searched the apartment of Adam Stanheight, a freelance photographer who had been hired by Tapp to observe Gordon, but had disappered at the same night as Gordon and Tapp. In the apartment, Willis and his colleagues found numerous photos of Gordon as well as a mechanic ventriloquist puppet that they already knew from a previous crime scene.
During the interview, Willis was also confronted with the public resentment to the police as the investigation seemingly made no actual progress. Willis however assured, that he and the department did everything they could in order to end the murders and apprehend the ones responsible for these crimes. (Full Disclosure Report)
Not much can be said about Willis' personality due to his short screen time. However it can be assumed that he was quite loyal to his department and tried everything to preserve its reputation despite the previous failings during the Jigsaw Investigation.
