Detective Jenkins was a homicide detective working for the Metropolitan Police Department. At one point in his career, he got involved in the investigation of the serial murders committed by John Kramer, better known as the Jigsaw Killer. When Detective Eric Matthews managed to deduce the location of Jigsaw's hideout at the Wilson Steel Plant, he accompanied his former partner, Detective Allison Kerry and a SWAT team led by Sergeant Daniel Rigg during their raid on the plant. Eventually they found Jigsaw and identified him as John Kramer. However John Kramer, who had already planned that the police would find him, forced Eric to play one of his deadly games to save the life of his son, Daniel Matthews. Eric initially accepted the challenge but was eventually outsmarted and taken as a hostage by John. As they escaped the building in a hidden elevator, Eric's colleagues called for reinforcements.
Shortly afterwards, Detective Jenkins arrived at the Wilson Steel Plant. However at this point, John and Eric had already escaped. After securing the area, Jenkins gave a press conference outside the building and confirmed the identification and escape of John Kramer. Additionally he told the press that while eluding custody, Kramer had taken Eric as his hostage. Therefore he advised the audience to come to the police if they had any information about John Kramer and his whereabouts. Finally he sent an appeal to John to show mercy with Eric just like he had shown mercy with Daniel before. (The Scott Tibbs Documentary)
Besides the reporters, the psychotic rock band leader Scott Tibbs had been present at the conference. As he began to admire Jigsaw, he decided to film a documentary about him in an attempt to find out more about his motives. Therefore he arranged an interview with Jenkins in the latter's office. The detective told him that John and Eric had left the building in a hidden elevator and had already been escaped when the reinforcements arrived. Scott tried to provokate the detective by asking him what Eric had done wrong in order to become a target of Jigsaw, as Jigsaw only selected morally corrupt people. Therefore, Jenkins became angry and ended the interview. (The Scott Tibbs Documentary)
Not much can be said about Jenkins' personality due to his short screen time. However it can be assumed that he was an experienced cop who did his work with big responsibility.
